Bill is the owner and President of TLC Transportation Management/Safety Consultants, Inc. He is a retired California Highway Patrol Field Supervisor with 35 years experience with traffic enforcement, investigations and commercial vehicle laws and regulations. Bill is also a Breath Alcohol Technician (BAT) and Urine Collection instructor.

Edna has the responsibility of company finances and billing. She assists with our random selection consortium and driver log audits and is a substance abuse collection site person. Edna has over 32 years experience in the management of professional office operations.

Tina is truly a veteran. She has served in the United States Army as a Military Police Officer and twenty years in the administrative field as a receptionist, office manager, legal assistant and Notary Public. She assists with office management, driver log audits, consulting with motor carriers, driver employment background investigations, the random selection consortium and is a Breath Alcohol Technician and Urine Collection Instructor.

Gary retired from the California Highway patrol after 31 years as a Field Supervisor. He works with motor carriers to ensure regulatory safety compliance, is a Breath Alcohol Technician and collection site person.

Ephraim is our bilingual Spanish speaking associate and conducts special classes in English and Spanish. He has twelve years experience as a State Traffic Officer with the California Highway Patrol.

David retired from the California Highway Patrol at the rank of Chief, Commander of Inland Division, which consisted of eleven area offices and over 400 uniformed officers. With many years of experience, he works with motor carriers to ensure compliance with laws and regulations, works with attorneys offering expertise in transportation issues and accident investigations. David is also a graduate of the Federal Bureau of Investigation National Academy, Quantico Virginia.

Jessica monitors substance abuse and alcohol misuse testing records. She audits driver hours-of-service records, works with driver qualification files and with the random selection consortium program, is a Breath Alcohol Technician and collection site person.

Jennifer works with driver qualification records, substance abuse and alcohol misuse testing records, and random selection consortium records. She also audits driver hours-of-service records and is a Breath Alcohol Technician and collection site person. Jennifer is also a full time college student.
